A schema fix. Nothing about the widget changes — no new settings, no template or
style changes, and every existing tab, sticky entry and preference is kept.

## Fixed

- **The add-on's four tables took their text collation from the database server
instead of from your board.** They were created with a character set but no
collation, so the server's default decided: `utf8mb4_0900_ai_ci` on MySQL 8/9,
`utf8mb4_general_ci` on MariaDB 10.x. Every other table on a RaxBoard install is
`utf8mb4_unicode_ci`, so these columns sorted and compared by different rules
than the rest of the forum — visible on accented characters, on Turkish dotted
and dotless i, and on German ß. Worse, `utf8mb4_0900_ai_ci` is a MySQL-only
collation that MariaDB does not recognise at all, so a database dump taken from
a MySQL board could not be restored on a MariaDB host — exactly the path a board
takes when it moves hosting. All four tables are converted in place on upgrade.

- **Three `TIMESTAMP` columns let the server pick whether they accept NULL.**
`rb_latest_threads_config.updated_at`, `rb_latest_threads_user_prefs.updated_at`
and `rb_latest_threads_custom_sticky.created_at` were declared with neither NULL
nor NOT NULL, which resolves from a server setting that is on in MySQL 8+ and
MariaDB 11+ but off in MariaDB 10.3–10.11. The same install therefore produced a
different column shape on different hosts. They are now explicitly NOT NULL.

Upgrading is safe to re-run: each change is skipped when the table is already
correct, and no rows are touched.
